ARTEMIVSK, Ukraine — European leaders struggled Thursday to salvage a cease-fire agreement as shell-shocked Ukrainian soldiers made a chaotic retreat from the town of Debaltseve now in the hands of pro-Russian separatists.
Ukrainian President Petro Poroshenko has called for U.N. peacekeepers to deploy to eastern Ukraine to stop any further expansion by the separatists, who scored a major military victory over the national troops in taking control of the strategic rail hub.
